Does converting HEIC to JPG lose quality?
JPG is lossy, so each save throws away a little detail. At quality 85 to 95 the difference is very hard to see, and you choose the quality before converting.
Can I make the JPG bigger at the same time?

Why will my HEIC not open on Windows?
Windows needs an extra codec for HEIC. Converting to JPG or PNG gives a file that opens without it.
